# Fintech Transact operator attribution and case connections

Prepared 5 November 2026. Public-source investigation branch for SP-GTS-001. No contact, login, form submission, account access or active scanning was undertaken.

## Main result

The Fintech lead now has a concrete **Florida legal-operator candidate**, rather than only a similar service description. The site's live privacy notice names its data controller as **“Fintech Transasction Marketing LLC”** (spelling as published). Florida's official register lists **FINTECH TRANSACTIONS MARKETING LLC**, document **L24000238635**, at the same building in Coral Gables. The official register and the downloaded 2026 annual report name **Al Maloof and Richard Maloof** as authorised members. The annual report is electronically signed **Albert A Maloof**, AMBR, on **1 May 2026**.

This is a strong attribution candidate, with the notice's spelling and postcode discrepancies retained. It establishes neither an ownership connection to GTS nor that the named Florida company is unrelated to the subjects. No evidence linking this branch to Ivan Kovachev, Elena Kovacheva, Capitalixe or the Swiss Impact company was found in the reviewed sources.

## Findings

### FT-01 - Published legal operator statement

The live [privacy notice](https://fintechtransact.com/privacy-policy/), retrieved directly with TLS validation at **2026-11-05 11:32:20.598538 UTC**, names the data controller as the misspelled LLC above and gives **2 Alhambra Plaza, Coral Gables, FL 33143**, plus `info@fintechtransact.com`. It displays an update date of **19 February 2026**. The [contact page](https://fintechtransact.com/contact/), captured directly at **11:32:21.395387 UTC**, repeats that headquarters location.

The privacy page's wording is a representation by the website publisher. It omits a Florida document number. The register's principal-address postcode is **33134**, not the website's **33143**. Name and address strongly support the candidate match, but this report does not silently normalise those differences or treat them as proof of deception. The policy update date does not establish the site's launch date.

Preserved raw files and UTC metadata: `sources/fintech-transact/privacy.html`, `privacy.txt`, `privacy.json`, and corresponding `contact.*` files.

### FT-02 - Official Florida company record

The [Sunbiz entity detail](https://search.sunbiz.org/Inquiry/corporationsearch/SearchResultDetail?aggregateId=flal-l24000238635-57802819-e59e-4846-8475-f3f519e56f3c&directionType=Initial&inquirytype=EntityName&listNameOrder=FINTECHSOLUTIONS+L210002285930&searchNameOrder=FINTECHTRANSACTIONSMARKETING+L240002386350&searchTerm=FINTECH+SOLUTIONS+INC.) was accessible through an ordinary browser even though a direct HTTP request returned 403 and the web retrieval tool reported a cache miss.

The live detail identifies an **active Florida LLC**, filed **23 May 2024**, effective **22 May 2024**. Its principal business address is the same Alhambra Plaza building. It lists **Maloof, Al** and **Maloof, Richard** as AMBR, and annual reports filed **14 July 2025** and **1 May 2026**. These are registered authorised-person entries, not a complete independently verified beneficial-ownership statement.

Preserved browser DOM and visible text: `sources/fintech-transact/sunbiz-detail.html` and `.txt`. Capture-result time recorded immediately afterward: **2026-11-05 11:33:51 UTC**. The register has no case-subject names in the reviewed detail.

### FT-03 - Original 2026 annual report

The [official 2026 annual report PDF](https://search.sunbiz.org/Inquiry/CorporationSearch/GetDocument?aggregateId=flal-l24000238635-57802819-e59e-4846-8475-f3f519e56f3c&transactionId=l24000238635-99f08652-06d3-4e08-849a-9a64786cfed0&formatType=PDF) was downloaded using the public document link. On its single page, it identifies the LLC and document number, lists the two authorised members, and records the electronic signing name **ALBERT A MALOOF**, title **AMBR**, dated **05/01/2026**. The page is marked filed **1 May 2026**.

The original PDF, text derivative and rendered page were preserved. The rendered page was visually inspected to confirm the names, role labels and signature/date; this is not based solely on text extraction. The file proves what was filed, not independent authentication of a human signer's actions or all beneficial ownership.

Files: `sources/fintech-transact/annual-report-2026.pdf`, `.txt`, and `annual-report-2026-page1.png`. Download result was recorded at **2026-11-05 11:36:45 UTC**. The PDF was not altered.

### FT-04 - “Global Treasury Solutions” is also descriptive site language

The site's [Global Treasury Solutions page](https://fintechtransact.com/global-treasury-solutions/) describes multicurrency accounts, liquidity, vendor payments and international transfers. It does not identify UK company 15907803 or claim a relationship with it. The homepage and [How It Works page](https://fintechtransact.com/how-it-works/) advertise FX and payments services.

Thus the same phrase is **not evidence that this site belongs to GLOBAL TREASURY SOLUTIONS LTD**. The descriptions can support a service-category comparison if a case connection is later independently established. They do not prove common control, customer diversion, actual transactions, or post-dissolution succession.

Preserved direct HTTP-200 captures: `home.*`, `global-treasury.*`, `how-it-works.*`, each with its capture metadata.

### FT-05 - Bounded case-name and connection check

The directly captured homepage, How It Works, contact, privacy, cookies, [Why Fintech](https://fintechtransact.com/why-fintech-transactions/) and treasury-service pages were checked for **Kovachev, Kovacheva, Lissele, Capitalixe, 15907803, 11853977, impactcapital, and CHE-464**. None appeared in those visible text derivatives. Focused public searches for the exact domain with the case names produced no usable linking source.

This is a bounded negative result, not proof that no commercial relationship exists. Private introductions, customer/partner agreements or a successor arrangement would not necessarily appear on public pages. No conclusion of unrelatedness is drawn merely because the Florida authorised-member names differ.

### FT-06 - Website-builder credit is not ownership

The public footer credits **YOUSEEME.PLUS**. That establishes a site-published builder credit only. It does not identify the domain registrant, actual operator, shareholders or a relationship with GTS. No relevant case lead was found that would justify investigating unrelated developer clients.

### FT-07 - Passive registration timeline

The [Verisign registry RDAP response](https://rdap.verisign.com/com/v1/domain/fintechtransact.com) records domain registration at **23 April 2024, 18:09:33 UTC**, with GoDaddy as registrar and DOMAINCONTROL nameservers. This is a domain-registration event, not proof of the website's launch, legal operator or commencement of trading. A public Wayback CDX request returned **HTTP 429**; no historical page was obtained in this branch and the rate limit was not bypassed.

Preserved: `registry-rdap.json`, `registry-rdap-metadata.json`, `archive-cdx-metadata.json`. Their metadata files record the actual UTC request/capture times.

## Source availability and provenance

- Seven public Fintech pages were captured through ordinary HTTPS requests with successful HTTP 200 responses. HTML, plain-text derivatives and JSON timestamp/status sidecars are in `sources/fintech-transact/`.
- The official Florida record was read through the browser because direct HTTP access was forbidden; its DOM and visible text were preserved.
- The official annual report was downloaded from its public register link and visually checked after rendering.
- Cached/indexed search results initially identified the Florida candidate. The report's company and authorised-person findings rely on the subsequently retrieved primary register and filing, not solely on aggregators.
- A checksum manifest records the captured files for later integrity comparison. Hashes do not independently prove the authenticity of a remote publisher or a historical event date.

## What would advance this branch

1. Obtain an attributable document connecting a case subject to this site/company: original email, referral agreement, invoice, partner introduction or a website statement naming them.
2. If an exact historical page is alleged to contain the connection, preserve its URL and date and seek that specific archive capture.
3. Treat any proposed Fintech-to-GTS edge as **unverified** until such linking evidence exists. Keep the Florida company and the UK company distinct.

The branch has reached a defensible public-source endpoint: a strong legal-operator candidate and verified registered authorised members, but **no established connection to the case subjects or suspected competing company**.
